EXPRESSION OF INTEREST: INTELLECTUAL SERVICES PROVIDER

Expressions of Interest (EOI) for the creation of shortlists for the following intellectual services

·        Interpreting;

·        Translation;

·        Monitoring - evaluation and capitalisation;

·        Communication/visibility;

·        Accounting;

·        Administration ;

·        Human resources;

·        Finance;

·        Audit and control;

·        Law/International relations;

·        Procurement;

·        Gender Civil Society; and

·        Other relevant areas.

 

1.     The Intergovernmental Action Group Against Money Laundering in West Africa (GIABA) is a specialised institution of the Economic Community of West African States (ECOWAS), established in 2000 by the ECOWAS Authority of Heads of State and Government. GIABA's mandate is to assist Member States in ensuring that their economies and financial systems are not used to launder the proceeds of crime, and finance terrorism.

2.    This call for Expressions of Interest is aimed at updating the database of intellectual service providers of GIABA, EGDC and the Permanent Representation, approved to participate in the competitive bidding processes of these entities, in accordance with the ECOWAS Procurement Code.

3.    GIABA invites interested entities to express their interest in providing the services listed above.

4.     This Call for Expressions of Interest is open to consulting firms, agencies, and individual consultants.

Applicants shall provide references of recent and similar services, and attach proof of experience. 

5.    The eligibility criteria are those set out in the current ECOWAS Procurement Code.

6.     GIABA will also assess the eligibility of the EOIs against the following criteria:

-      Be duly established and have been in operation for at least two (2) years (for consulting firms and agencies);

-      Possess the relevant qualifications, skills and experience in the areas of service provision concerned;

-      Have completed at least two (2) assignments or services of a similar nature in the last five (5) years. Experience in the West Africa region would be an asset (for firms and agencies);

7.     GIABA will compile a shortlist of service providers for each category of services listed in this call for expressions of interest, pre-selected on the basis of the applications received, who will be sent further requests (requests for quotations, expressions of interest, requests for proposals, etc.) for the provision of the required services.

8.     Expressions of Interest must be submitted no later than 17:00 GMT on 16 January 2026 to the following email address: consultants@giaba.org

10.  The Expression of Interest must include:

For individual consultants:

Ø  A letter of Expression of Interest;

Ø  Curriculum vitae, professional references and qualifications for individual consultants;

For consulting firms and agencies:

Ø  A letter of Expression of Interest,

Ø  Where the service providers are organised as a consortium: a copy of the consortium agreement signed by all its members, or a letter of intent to form a consortium, signed by all its members and accompanied by a copy of the proposed consortium agreement.

Ø  The main references/experience relevant to the services requested.
