Conakry, 4 August 2026 — The Workshop on the Second National Money Laundering, Terrorist Financing and Proliferation Financing (ML/TF/PF) Risks Assessment of the Republic of Guinea was officially opened on Tuesday, 4 August 2026, in Conakry. Organised by the Inter-Governmental Action Group against Money Laundering in West Africa (GIABA), in collaboration with the Financial Intelligence Unit (CENTIF) of the Republic of Guinea, and using the World Bank tools, the workshop runs from the 4th to 7th August 2026.
In his welcome address, Mr Mamady Sanfina DIAKITE, President of CENTIF, warmly welcomed participants and recalled the experience and outcomes of Guinea’s first National Risk Assessment (NRA). He underscored the importance of this second exercise in updating the country’s understanding of its ML/TF/PF risks and in strengthening the national coordination mechanism.
Speaking on behalf of the Director General of GIABA, Dr Jeffrey ISIMA, Director of Policy and Research (DPR) of GIABA, reaffirmed GIABA’s commitment to supporting the Republic of Guinea and all ECOWAS member States in conducting robust risk assessments in line with the revised standards of the Financial Action Task Force (FATF). He commended the Guinean authorities for their engagement and urged participants to take full ownership of the process.
Declaring the workshop officially open, Mr Mamoudou TOURE, Secretary General of the Ministry of Economy, Finance and Budget, conveyed the appreciation of the Government of Guinea to GIABA for their support to the exercise, and reiterated the Government’s determination to strengthen the national framework for combating money laundering, terrorist financing and the financing of proliferation. He called on all stakeholders to contribute actively to the success of the exercise.
Over the next four days, the workshop will bring together representatives of ministries and public institutions, law enforcement and judicial authorities, supervisory and regulatory bodies, and the private sector. Sessions facilitated by the GIABA Secretariat will cover, among other topics, the revisions to the FATF assessment methodology — including Recommendations 1, 8, 15, 24 and 25 — the concept and process of the National Risk Assessment, and practical simulations of the World Bank NRA tool.
The workshop is expected to conclude with an agreed roadmap and work plan for the conduct of the second National Risk Assessment of the Republic of Guinea.
